The PoE standard defines max power draw so anything under that is what it draws. If you are going to power it off the separate power plug then a standard 12v 2A supply should be fine although I would use a larger 3-5A supply. Generally POE devices will run from 12 to 48 volts and a switch should automatically adjust to the voltage needed. Try connecting with a short, known good cable, right at the switch to rule out distance or an improperly terminated cable. My outdoor turret has a 12 V power tap that you can plug into an AC adapter. The issue is what protocol your video recorder uses. Most systems purchased as complete systems (a video recorder along with some cameras all in one package) use the proprietary protocol of the cameras included with the system. So, if you bought your system as a package, often from a big box store, you probably need to buy replacement cameras from the system manufacturer.
