I have this camera and when setting it up it has you connect to a 2.4G network first on your cell. Then it uses that info to connect the camera to the wifi. However if your phone has hot spot and you can share out a 2.4G network then it may be possible. But then when that phone is not in the same location as the cameras then the camera wont have access to the internet to be viewed remotely. Plus depending on the range of the hot spot and location of the camera it may have issues connecting so that's not something I would recommend.
