In this mode it doesn't record or notify you of events but is still alive/active to some degree. Under Video Settings for your camera you can switch off the Auto Night Vision and that might stop the infrared light from turning on. I noticed on one of my pan and tilt cameras, that was disabled, that it followed me around the room.
