I think you are asking if you can monitor the camera from a device (phone, tablet etc) and control tilt and pan. The answer is no. You can manually tilt and pan the camera when you are adjusting it but it is a set it and forget it. The scene is always the same except for stray critters. Since I use the camera at the front of my house and the WiFi router is at the back, I need to use a WiFi extender so that the camera can be connected to the modem with stronger signals. You can turn the motion sensor on/off by an app in the cell phone. I don't think you turn the camera on/off. One more point to note, you will need to install the solar panel in spots with plenty of sunlight.
