The camera will record with or without wifi and you'll be able to see the footage by removing the SD card but you won't be able to access any of the camera settings without connecting to it. You don't need internet access, just a home network, so if you have an old router kicking around you can use that. Even bring it to a friend's house, connect just so you can set it up then bring it home and remove the card to view footage. Make sure to adjust the panel so it points the best way to have most sun time. As far as the other charger I would assume it would work aswell but I have never had to use other then the one supplied.
